    The British Commonwealth Air Training Plan, also known as the Empire Air Training Scheme, Empire Air Training Plan, Joint Air Training Scheme, or simply "The Plan", was a massive air-training program involving Britain, Canada, Australia, New Zealand, South Africa and Southern Rhodesia during World War II. After negotiations with the American government, the plan was then expanded to include the United States.

    The Empire Air Training Scheme was responsible for training nearly half the pilots, navigators, bomb aimers, gunners, wireless operators and flight engineers of the Commonwealth air forces to fight the Luftwaffe during the war.

  • MTO - Libya: Day 232 of 256 of the Siege of Tobruk. New Zealand troops at Sidi Azeiz are defeated by an overwhelming advance of Panzers and German infantry.

  • CBI - Japan: Ten days before the attack on Pearl Harbor, Prime Minister Hideki Tojo rejects the US demand for their withdrawal of forces from China. US Pacific forces are put on war alert.

  • USA - Arizona: A violent confrontation in Phoenix between local police and African-American soldiers of the 364th Infantry Regiment and 733rd Military Police Battalion results in three dead (2 soldiers) and 11 wounded (mostly civilians).
  • ETO - France: Continuing their occupation of Vichy France, German troops take the naval base of Toulon. As the Germans enter, the French Navy scuttles 79 of their warships and escapes with four of their submarines.
  • Russian Front - North: Day 446 of 872 of the Siege of Leningrad.
  • Russian Front - North: Day 9 of 59 of the Battle of Velikiye Luki, near Leningrad. This stalemate does help ease the siege a little, but mostly it keeps German troops from being sent to other fronts.
  • Russian Front - North: Day 207 of 658 of the Siege of the Kholm Pocket, USSR lays siege to the Kholm Pocket but the Germans hold out for a about a year and a half.
